Parungpanjang, 08 Mei 2023 -- Senin pagi seusai Upacara Bendera yang dilanjutkan KBM kelas X dan XI di MAN 5 Bogor, sekira dua puluhan guru yang kosong jam dan tata usaha berkumpul di Ruang Presentasi Zona Integritas.
Presentasi dan sosialisasi dari Tim Reformasi Birokrasi kali ini giliran Pokja V Penguatan Pengawasan yang dikoordinir oleh Indra Parimarma, dibantu oleh Nevi Damayanti, Rizky Romdoni, Mahmudah, dan Nugroho Dwi Cahyo.

Kepala madrasah, Ema Rachmawati menegaskan bahwa Tujuan dari program Penguatan Pengawasan adalah untuk meningkatkan efektivitas pengawasan dalam rangka mendorong penyelenggaraan pemerintahan yang bersih dan bebas KKN.
Sementara itu dari hasil paparan dan sosialisasi ZI yang disampaikan oleh Pokja V Penguatan Pengawasan dapat disimpulkan antara lain sebagai berikut.
Pertama, Berdasarkan Peraturan Menteri PAN dan RB No 14 Tahun 2014, program Penguatan Sistem Pengawasan mempunyai tujuan:
1. Meningkatkan kepatuhan terhadap pengelolaan keuangan negara oleh masing–masing instansi pemerintah
2. Meningkatnya efektivitas pengelolaan keuangan negara pada masing masing instansi pemerintah
3. Meningkatnya status opini BPK terhadap pengelolaan keuangan negara pada masing-masing instansi pemerintah
4. Menurunnya tingkat penyalahgunaan wewenang pada masing masing instansi pemerintah.
Kedua, beberapa indikator dalam wilayah penguatan pengawasan, terdiri dari
1. Pelaksanaan pengendalian Gratifikasi
2. Penerapan Sistem Pengendalian Internal
3. Penanganan Pengaduan Masyarakat
4. Pelaksanaan Whistleblowing system
5. Pelaksanaan pemantauan dan penanganan benturan kepentingan dalam pembangunan zona sintegritas
Sementara itu Ketua Pokja V Tim Reformasi Birokrasi MAN 5 Bogor, Indra Parimarma menambahkan bahwa Pengawasan (controlling) merupakan salah satu fungsi manajemen yang penting dalam penyelenggaraan pemerintahan. Tujuan utama pengawasan adalah menjaga dan menjamin agar penyelenggaraan pemerintahan dapat mencapai tujuan dan sasaran yang telah ditetapkan secara ekonomis, efektif, dan efisien serta sesuai dengan peraturan perundang-undangan. Untuk mencapai tujuan itu, pelaksanaan fungsi pengawasan harus dapat mendorong penyelenggaraan pemerintahan ke arah penerapan prinsip-prinsip penyelenggaraan kepemerintahan yang baik (good governance), khususnya di lingkungan kerja MAN 5 Bogor.
